Construction of Raised Boardwalk to Palmer Pond Being Explored

Swampscott’s Open Space and Recreation Plan Committee is exploring the feasibility of improving access to Palmer Pond.

Potential projects that could help make the pond easier to access include the re-establishment of a walking trail to the pond or the installation of a raised boardwalk which could start near Shirat Hayam Temple.

A potential trail or boardwalk could continue past Palmer Pond to Phillip’s Beach.

The committee has, and continues to, analyze specific land ownership lines in the area to find exactly what constitutes Town Property, and hopes to collaborate with Shirat Hayam to improve accessibility.

“The Temple does own the land going all the way down to the beach,” Open Space and Recreation Plan Committee Member Victoria Kelleher explained at a Tuesday meeting. “They don’t own beach front [space.]”

Some area around the pond is the property of owners of multiple homes on Palmer Road, which is separated from Phillip’s Beach by Palmer Pond. Other nearby land all the way down to the beach is owned by the town, according to Kelleher.

“The Town of Swampscott has been taking care of all that land for quite a long time,” said Kelleher.

Kelleher said steps moving forward are up in the air, based on property rights.

“The town shows their commitment to this land and is maintaining it,” said Open Space and Recreation Plan Committee Chair Tania Lillak. “Having a raised boardwalk would be one way of making sure that the land is retained by the town.”

Lillak said the ultimate goal is to not lose that land by not taking proper care of it.

Committee members plan to sit down and discuss property rights with Town Counsel KP Law.
