Housing Authority Approves Annual Plan for 2027 Fiscal Year

The Swampscott Housing Authority voted Tuesday night to approve its annual plan for the 2027 fiscal year.

Massachusetts housing authorities prepare annual plans to outline their operations and priorities for the coming fiscal year. Key components include capital improvement projects, maintenance plans, and policy updates.

The capital improvement section provides a look at not only the projects prioritized for the upcoming fiscal year, but also those planned over the next five years.

Three capital improvement projects are included in the fiscal year 2027 plan. The largest allocation, $1.125 million, is for a gas stove conversion project at the Housing Authority’s Duncan Terrace property. A $90,750 bath fan installation at Duncan Terrace and $46,404 in common-area flooring replacements at Ryan Place round out the authority’s capital improvement plans for the year.

According to the annual plan, every local housing authority receives a Formula Funding Award from the Executive Office of Housing and Livable Communities (EOHLC).

“This annual award provides the primary source of funding for new projects included in the Capital Improvement Plan,” reads the Swampscott Housing Authority’s annual plan. “(Housing authorities) may also apply for additional ‘special awards’ from EOHLC for specific projects that meet certain criteria, such as emergency repairs, regulatory compliance, or energy and water conservation improvements.”

The Housing Authority has requested a $361,427 special award to help fund the gas stove conversion project. It has also requested a special award covering the full $90,750 cost of the bath fan installation.

Only one capital improvement project is current listed for the 2028 fiscal year: repaving the Ryan Place driveway, at an estimated cost of $190,738.

In the maintenance plan section of the annual plan, the Swampscott Housing Authority said it intends to maintain the its boiler and HVAC systems at each of its developments.

“We will also be addressing a windows project this year in order to reduce heat loss,” the section reads.
